City Commissioners hear from residents during a lengthy public hearing on the sidewalk improvement program as well as recommendations for new ordinances at Monday night's meeting.
In a meeting marathon that lasted until 11:42 p.m., the Royal Oak City Commission approved a list of items on its agenda at Monday night’s regular meeting at City Hall. After a lengthy public hearing during which many residents asked Interim City Engineer Matt Callahan questions about the 2012 Sidewalk Improvement Program, commissioners ultimately approved a special assessment roll for the replacement of deficient concrete sidewalks and installation of new sidewalks within an area bounded by North Main Street, East 13 Mile Road, North Campbell Road, East 12 Mile Road, Stephenson Super Highway and East Farnum Avenue. The City Commission will consider language of a new fireworks ordinance at it's 7:30 p.m. meeting tonight.
It isn’t a question of whether Royal Oak will allow fireworks sales this summer, but rather an issue of when you can ignite, discharge or use consumer fireworks. According to the Michigan Fireworks Safety Act, which went into effect on Jan. 1 of this year, “A local unit of government shall not enact or enforce an ordinance, code, or regulation pertaining to or in any manner regulating the sale, display, storage, transportation, or distribution of fireworks regulated under this act.” However, a local unit of government may regulate the ignition, discharge and use of consumer fireworks, according to a memo to members of the City Commission from David Gillam, city attorney. Commissioners will tackle a long agenda when they meet at 7:30 p.m. today at City Hall.
At their 7:30 p.m. regular meeting at City Hall, city officials are expected to discuss a variety of matters. Commissioners will review proposals from three companies—Park Rite, Miller and Ampco—for operating Arts, Beats & Eats parking with volunteers and as a stand-alone contracted operation. Based on the proposals submitted, there is significant cost savings in running the parking as a stand alone operation, according to a letter to members of the City Commission from Greg Rassel, director of recreation and public service. Rassel recommends not using volunteers to assist with parking this year at Arts, Beats & Eats. At the Royal Oak Downtown Development Authority meeting Wednesday DDA members discussed a proposal for a new boutique hotel to be located in downtown Royal. Royal Oak architect Jason Krieger, who is also a DDA board member, presented conceptual plans to provide some context to the proposed development of an eight- or nine-story hotel with a separate restaurant/banquet facility and a five- or six-story apartment building. Board members generally like the concept but want more information from the new owners of the Main Street property.
Members of Royal Oak's Downtown Development Authority (DDA) showed interest in exploring the development of a hotel at the former Fresard auto dealership site on Main Street, in which the unidentified owners are looking for incentives or financial assistance. David Griffin of CBRE, a full-service real estate services company, represents the new owner of the property, a private group doing business as 400 Main LLC. Griffin, who would not reveal the names of the new owners at Wednesday's DDA meeting, said the group purchased the Fresard property a few weeks ago. “They have title to the asset,” he said. Outstanding high school students, with a flair for business and marketing, each received a $500 scholarship on Tuesday.
The Chamber of Commerce awarded six Royal Oak seniors with a $500 dollar scholarship on Tuesday. A total of 18 candidates filled out an applications for this year's awards. Each candidate was interviewed by a committee that looked at a student's community service and interest in business and marketing. Throughout the year the Chamber raises funds through its events to award as many scholarships as possible. For example, at Royal Oak in Bloom on Sunday, $490 was raised in tips, which will go to fund scholarships in 2013. As a Southfield real estate broker prepares to gauge the Downtown Development Authority’s (DDA) interest in supporting a hotel and conference center complex on North Main Street, it’s worth reviewing what Tax Increment Financing (TIF) is.
