Dog Census on City Commission Agenda Tonight

A request to change the Arts, Beats & Eats festival agreement and an update update from the Suicide Prevention Task Force are among the many items to be discussed at City Hall.

A dog census is one of many items on the Royal Oak City Commission's agenda when it meets today at 7:30 p.m. on the third floor of City Hall. Commissioners are expected to hear a recommendation from City Manager Don Johnson to hire temporary census workers to go door to door to verify dogs in Royal Oak have valid licenses. In his recommendation to the commission, Johnson said Oakland County animal control estimates less than 10 percent of dogs in Royal Oak are licensed. He added most dog bite incidents involve unlicensed dogs. As an incentive, Johnson recommends that residents who license their dog in June have a $20 delinquent penalty waived.  The city manager is also expected to recommend the following rates for dog license fees:

City Commission Hopefuls Pull Petitions for Nov. 5 Ballot

With three Royal Oak City Commission seats up for grabs and the mayor's post up for re-election, five hopefuls have pulled petitions for the November election.

The deadline to file petitions to run for city commissioner and mayor is still weeks away, but so far five candidates have pulled nominating petitions from the Royal Oak City Clerk. Mayor Jim Ellison kicked off his re-election campaign in March. He first entered public office in 1991 as a city commissioner and was first elected mayor in 2003.  As of Wednesday, Ellison is the only candidate who has pulled petitions to run for mayor.  There are three open seats on the City Commission. Commissioner David Poulton has pulled petitions; as of Wednesday, Patricia Capello and Jim Rasor have not pulled petitions to run for re-election. Prospective candidates circulating petitions, include: To be a candidate for Royal Oak City Commission, the …

Great idea and thanks to Noodles and Company for co-operating with our library. Kudos also to the Patch for giving them recognition. I encourage all RO businesses who would like to promote themselves to think about donating portions of their profits ever so often in return for civic recognition on the Patch. I am aware that other businesses such as Olga's which has also given generously from …   more ›

City Commission OKs Ethics Changes, Dangerous Dog Ordinance

Commission handles short agenda in Monday night meeting.

The Royal Oak City Commission worked quickly through its agenda at Monday night’s regular meeting. Commissioners voted 5-0 (Commissioners Jim Rasor and Peggy Goodwin were absent) to approve changes to the Ethics Ordinance, based on recommendations from members of the Rules Committee, on the first reading. New language includes the specific process for the investigation of an alleged violation of the standards and expands the term "public official" to include members of an authority, board, commission or committee that is established by resolution. There was no discussion. Commissioners voted unanimously to have the city attorney draft an ordinance involving vicious dogs. City Attorney David Gillam outlined recommendations to Royal Oak's …

What the hey? I thought I heard the mayor mumble if there was any public comment before he jumped to a vote, he must of known I was chomping at the bit. As I predicted this back room deal went through, and to my surprise the changes in the ordinance were not even read, no less discussed. If these changes were discussed only in the back room this is in my opinion a violation of the Michigan Open …   more ›

Ethics Violations Charge Lodged Against Mayor Pro-Tem

In a six-page letter, a former employee of the Royal Oak Animal Shelter employee accuses Patricia Capello of using her relationship to promote her own interests.

A member of the Royal Oak City Commission has been accused of violating the city's code of ethics as officials prepare to discuss making changes to the same code at City Hall tonight. Mayor Pro-Tem Patricia Capello is accused of multiple ethics violations by Julie Tirony, a former employee at the Royal Oak Animal Shelter from May 2011 to February 2012.  Tirony raised her concerns in a six-page letter to City Manager Don Johnson dated Feb. 22. In it, she alleged Capello used her commissioner title to bully her and former shelter manager, Lisa Yaeck. Both women resigned last year—Tirony left in February, Yaeck in March.  In the letter, Tirony claims to have documented problems with Capello "creating strife" beginning in mid-July 2011. She …

That is my observation of Commissioner Capello's demeanor as well Stefan, from the outside looking in of course. I like to err on the side of substance over style, however a poor style can sometimes torpedo the best of intentions. I think most people are swayed more by style and outward appearance.   more ›

New City Logo, Suicides at Target Sports on City Commission Agenda Tonight

The Royal Oak City Commission meets Monday to discuss Liquor Ordinance Amendment, pit bull incidents and more.

At their 7:30 p.m. regular meeting at City Hall, city officials are expected to discuss a variety of matters. Royal Oak hopes to unveil a new city logo soon. As part of its 2012-2013 goals and objectives, the Royal Oak City Commission will hire a marketing company for around $20,000 to help roll-out a unified city marketing identity and strategy. Tonight, commissioners will review proposals from Ideation, Know Advertising, Premier Communications, Berline, and Skidmore Studio.  (Samples of each firm's work are attached to this article. See the PDFs.) A discussion of incidents, including suicides, at Target Sports has been requested by Commissioner Peggy Goodwin and Mayor Pro Tem Patrica Capello. The Detroit Free Press reports seven people …

This could be a good topic for a Forty Eight Hour investigation, especially if other ranges are having this problem. Why do you assume they were all suicides? I am not insensitive to the grieving families, just making a hypothetical point considering the rash of spousal murders and so called "honor killings" throughout the country. Having an "accident" at a public range solves an awful lot of …   more ›

City Commission Tackles Human Rights Ordinance

The Royal Oak City Commission will discuss a variety of ordinance amendments when they meet at 7:30 p.m. today at City Hall.

At their 7:30 p.m. regular meeting at City Hall, city officials are expected to discuss a variety of matters. Commissioners are expected to vote on the first reading of a Human Rights Ordinance tonight. According to City Attorney David Gillam, the proposed ordinance would prohibit discrimination based upon a number of factors, including sex, age, weight, religion, sexual orientation and others. The discussion of a human rights ordinance was requested by City Commissioners Jim Rasor and Kyle DuBuc in November. The commission voted unanimously to have Gillam draft a broad ordinance.  "It's a municipal best practice," Rasor said at the time. "This is the best tool we have to ensure we're including best and the brightest." A copy of the …

City Commission Tackles Busy Agenda Tonight

The Royal Oak City Commission meets Monday to discuss sidewalks, public service and finance vacancies, ethics pledge and more.

At their 7:30 p.m. regular meeting at City Hall, city officials are expected to discuss a variety of matters. Commissioners will review, and possibly exempt, a list of properties from the 2013 citywide sidewalk program in an effort to reduce the number of property owners who will need to appear at a later public hearing to request such an exemption, according to a memo from the administration. The six-year citywide sidewalk program began in the spring of 2012. The 2013 target area covers North Main Street, East Farnum Avenue, Stephenson Highway, I-696, Longfellow, South Alexander, and East 11 Mile Road (see attached map).  Property owners have to pay a special assessment for replacement and installation of sidewalks adjacent to their …
