City Commissioners hear from residents during a lengthy public hearing on the sidewalk improvement program as well as recommendations for new ordinances at Monday night's meeting.
In a meeting marathon that lasted until 11:42 p.m., the Royal Oak City Commission approved a list of items on its agenda at Monday night’s regular meeting at City Hall. After a lengthy public hearing during which many residents asked Interim City Engineer Matt Callahan questions about the 2012 Sidewalk Improvement Program, commissioners ultimately approved a special assessment roll for the replacement of deficient concrete sidewalks and installation of new sidewalks within an area bounded by North Main Street, East 13 Mile Road, North Campbell Road, East 12 Mile Road, Stephenson Super Highway and East Farnum Avenue. Commissioners will tackle a long agenda when they meet at 7:30 p.m. today at City Hall.
At their 7:30 p.m. regular meeting at City Hall, city officials are expected to discuss a variety of matters. Commissioners will review proposals from three companies—Park Rite, Miller and Ampco—for operating Arts, Beats & Eats parking with volunteers and as a stand-alone contracted operation. Based on the proposals submitted, there is significant cost savings in running the parking as a stand alone operation, according to a letter to members of the City Commission from Greg Rassel, director of recreation and public service. Rassel recommends not using volunteers to assist with parking this year at Arts, Beats & Eats. Proposed ordinance would have fined owners and drivers for unruly passengers. Committee will study issue further to try to come up with a better solution.
The Royal Oak City Commission rejected Monday night the proposed "party bus" ordinance that would have held drivers accountable for passengers' behavior. After hearing from chauffers and the Royal Oak Restaurant Association during public comment that the proposed Chartered Vehicle Ordinance would discourage patrons from coming to Royal Oak, and from Police Chief Corrigan O’Donohue that realistically the ordinance would rarely be enforced, the City Commission rejected it on a 4-3 vote. At tonight's meeting, the City Commission will be asked to vote on an ordinance to curb disorderly conduct.
While chartered "party buses" bring business into Royal Oak, some downtown businesses are complaining about the noisy and disorderly conduct that comes with them and asking the city to do something about it. "Alcohol has usually been a factor" in the unwanted conduct, Royal Oak City Attorney Dave Gillam writes in a letter to the mayor and commissioners. The city doesn't have the authority to prohibit drinking on the vehicles, so the City Commission is being asked to vote tonight on the "Chartered Vehicle Ordinance," which would require the owners and drivers of the "party buses" to take steps to stop the unwanted conduct. As the owner and operator of a limousine company in the metro Detroit area, I for one am going to refer my clientelle to other communities and defer them from going to Royal Oak. We need to now hold the City Of Royal Oak responsible if one of the guests on our bus gets intoxicated in a Royal Oak establishment then damages our vehicle through disorderly conduct.
